普惠制原产地证书(Generalized System of Preference Certificate of Origin)
普惠制是发达国家给予发展中国家出口的制成品和半制成品(包括某些初级产品)普通的、非歧视的、非互惠的一种关税优惠制度。
原产地规则是各给惠国关于受惠国出口产品享受普惠制待遇所必须具备条件的规定。原产地规则包括三个方面的内容：原产地标准，直运规则和书面证明。
要求享受普惠制待遇的出口商，必须出具能证明其产品具有原产地资格的原产地证书。目前应用最普遍的、所有给惠国都接受的证书是格式A证书。
格式A证书的填制要求准确、整洁、不得出现错误。如出现错误，需要重新填制。填写证书须使用英文或法文。
